Norms for Rationalisation of Teachers in Primary Schools
The Headmaster of Primary Schools Posts to the Primary Schools having strength of 151 and above may be provided. The LFL HM Posts having strength 150 and below may be adjusted against the SGT Posts in the schools
Posting on Rationalization is subject to Posts sanctioned for the school as per the below staff Pattern
In view of large number of vacancies in SGT category only1 SGT is Proposed in 0 to 19 enrollment slabs so as to prevent closure of Schools for want of Staff. Further it is to be ensured that at least one regular Teacher is posted in every School

Upper Primary Schools Staff Pattern as per GO MS No 25
For I - V classes in Upper Primary School, same norms ( Staff Pattern ) of a Primary School given in Annexure It will be applicable for Provision of SGTs
The senior most School Asst in teh Upper Primary School shall be Headmaster of the School
School Asst ( Maths/ Science ) can be occupied by School Asst ( Maths ) OR School Asst PS OR School Asst BS as per the Subject Post Sanctioned for UPS
Time Table should be prepared as per the subject studied by the Teacher in X Class SSC / Inter / Degree and Subject Methodology in B.Ed / D.Ed ? Language Pandit Training. Teacher cannot refuse to handle classes as per the Time Table so prepared.
School Assistants Language Pandits are supposed to handle their subjects specifically and other subjects in general for other classes including Primary Sections according to need

Identification of surplus Teachers As per GO MS No 25
The junior most teacher in the seniority in categry working in the school shall be identified as surplus teacher(s). In case senior teacher(s) prefer to leave the school, senior teacher(s) shall be identified as surplus and if the teacher is a Visually Handicaped and not completed 8years shall not be identified as surplus teacher(s) against his/her willingness However if no post exists after rationalization Visually Handicapped teacher shall also participate in the counselling. Identification of surplus Teachers Notification of vacancies Publication of Seniority list and posting of surplus teacher shall be as per the Transfer Guidelines to be issued by the Government
Norms for Shifting of Surplus Posts/ Persons Due to Rationalization
as per the GO MS No 25 dated 12.08.2021
- SGT Posts in Primary / Primary Section of Upper Primary schools shall be shifted to other needy Primary/ Upper Primary Schools within the same management
- Posts other than Secondary Grade Teachers Shall be shifted to the needy High Schools in the same management according to Subject need as per staffing pattern given according to enrollment slabs ( descending order )
- Parallel English Medium section in the High Schools with enrollment up to 50 shall be identified and the students should be admitted in English Medium sections of the nearby schools. The sections where such students are adjusted shall be continued provided strength is more than 50. If even after adjustment the strength in the parallel sections is less than 50, those sections in the schools shall not be continued. While adjusting the students, as far as possible students may be shifted to nearby Schools where there are more number of students and there is sufficient accommodation. While assessing surplus posts of such Schools where section are closed and students are adjusted in the neighboring schools, the posts whichever sanctioned for the parallel English medium sections become surplus and surplus staff shall be shifted to the needy Schools under the same management

* U-DISE (2019-20) ఆధారంగా పాఠశాల విద్యార్థుల సంఖ్య & ఉపాధ్యాయుల నిష్పత్తి నిర్ధారణ. తదనుగుణంగా మిగులు పోస్టులు, అవసరమగు టీచర్ పోస్టుల నిర్దారణ.
* సాధారణ బదిలీ కౌన్సెలింగ్ మార్గదర్శకాల ప్రకారం ఉపాధ్యాయుల సర్దుబాటు.
* U-DISE 20-21 ఆధారంగా పోస్టుల హేతుబద్దీకరణని సక్రమంగా నిర్వహించడానికి జిల్లా స్థాయిలో కలెక్టర్ ఛైర్మన్ గా, డీఈవో సెక్రటరీ గా ఏర్పాటు కానున్న కమిటీ.
* డీఈవో పోస్టుల హేతుబద్దీకరణ ఉత్తర్వుల్లో ఏవైనా సమస్యలుంటే, DSE Hyd కు అప్పీలు అవకాశం. ఈ అప్పీలు అవకాశం కేవలం ఉత్తర్వులు అందుకున్న 10 రోజుల లోపు మాత్రమే .
* ఈ హేతుబద్దీకరణలో ఏదేని పోస్ట్ సృష్టి గాని, రద్దు గాని జరగకుండా చర్యలు.
* ప్రతి పాఠశాలలో కనీసం ఒక ఉపాధ్యాయుడు ఉండాలనే నిబంధన.
*ఒకే కాంపౌండ్ లో ఉన్న స్కూళ్ల విలీనానికి చర్యలు.
* హేతుబద్దీకరణ పోస్టులన్నీ యాజమాన్యం వారీగా గుర్తింపు.
* హేతుబద్దీకరణ బదిలీలో భాగంగా పాఠశాలలో *సీనియారిటీ ఇన్ సర్వీస్ ఆధారంగా జూనియర్* అయిన ఉపాధ్యాయుడు మిగులు ఉపాధ్యాయులు గా పరిగణింపబడతారు. ఒకవేళ సీనియర్ ఉపాధ్యాయులు సుముఖత వ్యక్తం చేస్తే.. అవకాశం వారికి ఇవ్వబడుతుంది.
* త్వరలోనే Director of School Education హేతుబద్దీకరణకి సంబంధించి ఉత్తర్వులు జారీ చేస్తారు.
